According to the ATF, about 99% of FFL dealers operate properly and only a tiny percentage of legally sold guns are ever used in crimes with a time-to-crime average of over ten years. FFL dealers selling a gun later found at a crime scene within three years of the first sale raise suspicions about that dealer.
