Three days ago The Globe and Mail (a prominent Canadian newspaper) published an article titled, “Canadian universities conducting joint research with Chinese military scientists.” Several alarming points are detailed in the report. From 2005 until 2022, fifty Canadian universities have published joint research papers with scientists connected to the Chinese military. The research papers include such topics as Quantum cryptography, photonics, and space science. The Chinese scientists are connected with China’s National University of Defense Technology (NUDT.) As noted in the article, “NUDT was ..read more

A recent BBC article titled, “Industrial Espionage: How China Sneaks Out America’s Technology Secrets,” has introduced me to the term “steganography.” The article alludes to the recent sentencing of an ethnic Chinese, former GE employee for trade secrets theft. U.S. Department of Justice (DOJ) January 3, 2023 Sentencing Announcement. Here’s an excerpt from the BBC article: “According to a Department of Justice (DOJ) indictment, the US citizen hid confidential files stolen from his employers in the binary code of a digital photograph of a sunset, which Mr Zheng then mailed to himself. “It was ..read more

For the past two years, I’ve been posting about China’s practice of hiring private investigators (PIs) to advance their transnational repression campaigns against Chinese dissidents legally living in the United States. Yesterday, the New York Times reported on the related issue of Chinese Police operations all around the world, including New York City: “With F.B.I. Search, U.S. Escalates Global Fight Over Chinese Police Outposts.” It sheds more light on how the Chinese continue to build an illegal enforcement infrastructure in the U.S., Europe and other parts of the world to carry o ..read more

As a follow-up to my post titled, “To Catch a Chinese/MSS—IP Spy” — convicted Ministry of State Security (MSS) spy—Yanjun Xu—was sentenced to 20 years in a U.S. federal court on November 16th. Yanjun Xu was the first Chinese MSS intelligence officer ever to be extradited to the U.S. and stand trial. (Xu had risen to the rank of MSS Deputy Director.) Among Xu’s various IP theft assignments, he was particularly focused on stealing U.S. aviation trade secrets and recruiting others to do the same. Earlier this year, the Biden administration dropped the “China Initiative” program established by the Department of Justice in 2018 to vigorously pursue IP thieves working on behalf of the Chinese government. Despite dropping that title, the current administration has been no less vigorous in deterring IP theft. The recent publication of the Safeguarding Science Toolkit published by the National Counterintelligence and Security Center (NCSC) drives that point home. (NCSC is within the Office of the Director of National Intelligence (ODNI.) “An informed, empowered scientific community is best ..read more
