I was looking into buying a used Hiliti 3000 JACKHAMMER. I heard that Hilti only repairs tools for the original buyers. Is this true?

I have ordered a grub hoe head hoping that it would be fit on the 1.5" dowel that I have as a handle, it turns out that the hoe eye is a little bit larger, the hoes handles are bit expensive (I have no problem paying $30 for the handle but not double its value for the shipping!!".
therefore, I am look for something like the black rubber thing between the handle and the hoe head as in this image
