Not able to start DBCA after installation

A buddy accidently deleted the local policies in his SBC. Is there a way to recover them without a current backup? He has a download of the policies, which he pulled before they were deleted, but isn't sure if he can format them into a .csv file and upload them or if there is a magical "undo" type command. Host Ip Address using vs code debugger.

Can anyone clarify for me that the Host Ip Address in the Debugger settings in vs code, refer to the Ip address of your current computer, IE the computer that is running VS Code, I put in my own address and try to debug and just get Could not start PL/SQL Debugger. <myip adddress> is not a valid IP Address. Please specify a valid IP Address using PL/SQL Compiler and Debugger Settings. If I put in like 127.0.0.1 it starts, but that is obviously incorrect, the database wherever it lives at needs to know the IP of my computer to connect back. I'm working with an agency, and they have a Load Balancer (with a public IP) that we're 90% sure isn't in use. Metrics shows it getting peppered with SSL requests from external, but nothing beyond that. Rather than terminate it, and then find out it was being used by someone, for something, I'd like to just block traffic to its IPs. I created a special NACL for it, without any rules allowing traffic, but I come to understand that the Security List for its public subnet would still allow traffic, regardless of the NACL's implicit Deny.
