As specified in Article 17(2) of the LULUCF Regulation, the Commission is required to review the regulation’s operation within six months after the first global stocktake under the Paris Agreement, which concluded at COP28 in December 2023.  For that, the Commission recently published a public consultation, that was open for 4 weeks (from 13 June to 11 July 2024). This marks the first evaluation of the LULUCF Regulation since it came into effect in 2018. Council publishes general approach on Standing Forestry Committee

Following the Commission’s proposal to amend the Decision on the Standing Forestry Committee in November, to which EUSTAFOR submitted feedback, the Council has now published their general approach. Some of the key points in the proposal are: The advisory body should keep committee in its name despite the fact that it no longer has comitology functions. It should be renamed the Standing Committee on Forests and Forestry to better reflect the broadened scope of the advisory body. 24 June the AGRIFISH Council met again, and one item on the agenda was to discuss the FML proposal. During the meeting it became clear that the administrative and financial burden are unresolved concerns for many Member States. Sweden highlighted ones more that the objectives of the initiative remain unclear and is critical on the Commission’s wish to adopt secondary legislation, of which the consequences remain unclear. As part of the European Green Deal2, the European Climate Law3 set out an EU economy-wide net emission reduction target of at least -55% by 2030 as compared to 1990 levels, and a climate neutrality target by 2050 at the latest. With the Fit for 55 climate package, the LULUCF Regulation was amended in 2023 to reflect the enhanced ambition.
