Instead of rising interest rates, that will eventually increase the debt in the long run, why don't just drain cash in a way that can help the debt to be reduced?

I posted the following in askeconomics but that sub is locked down and it appears to be a mild black hole. I’m hoping I can get some help here.
As the title suggests, I have a paper I need to write and submit concerning Economics, primarily International Economics (3000 lvl class). The problem is I can write about ANYTHING and I am having a difficult time narrowing down what I want to discuss.
