Can I scale a pattern to 97% and have it come out okay?

I purchased a pattern to make a tote bag with a few pockets on Etsy and am having a heck of a time printing it out correctly. I'm pretty computer savy and have never had an issue printing out and using sewing patterns. This one however is driving me up the wall. The instructions are for "borderless printing" but even when I select that it still cuts off the pattern and I can't be certain if it the size is porportionate or correct, even though I know to leave it at 100%. Made my first pair of jeans and lm in love with them ngl! I used the Happily Dressed Ranger Jeans :https://www.etsy.com/listing/1634182235/ranger-jeans-pdf-mens-sewing-pattern He's a upcoming pattern maker! The pattern came together easy! I used a 12oz denim to make them, had a little hiccup on the fly and zipper but manage to get by with help from YouTube ?! Hi! I’ve been sewing for a long long time on a regular sewing machine, but am ready to take my garments to a more professional level. I am completely self taught and don’t know a thing about Sergers. I know what they can do, but they intimidate me, so I’ve always just zig zagged my seams. I do want a serger than can also do a cover stitch but have no idea which brands to look at and which ones to completely stay away from. FO Wool Coat with Velvet details

Started out with V1669 but the mockup looked frumpy on my frame so I heavily changed it. Used wool coating and cotton velvet on the outside, with a lining of rayon interlined with flanelette (just used an old sheet). I started a yr ago but had to put on hold to have a baby, and consequently the top doesn't close as planned so I changed to hook and eye closures. I have a Janome serger. Half way through my project the green (#1) bottom threader just started snapping. I have taken all the threads off and redone them more times than I care to count. I’ve made sure the thread is going in all the right places. I’ve made sure the thread isn’t stuck after I’m done re threatening it. The serger does what it’s suppose to for the first two or three inches and then it just stops serging correctly. When I open it the green thread has snapped again. The machine is clean. I have a lovely silk georgette/challis type fabric that I’m making a wedding guest dress from. Princess seams, sheath/column style skirt. I believe I will have just enough to include a self bodice lining or facings at a minimum, but what would be best for a slip-like lining in the skirt? I plan to do several mock ups since I need to fit it anyway, but this will be my first time sewing with silk.
