To create a video 16 MM look the following cameras with a 15.9 MM diagonal sensor (or 1" sensor) can be used:
Canon XA50
Canon XA70
Sony NX80
Sony Z90
If the video was shot and released at 4K, using one of those 4 cameras, with a color grade that's well done and resembles or exceeds the visual qualities of 16 MM film, with the video output done at highest possible tech levels - then the video can be classified as being video 16 MM or the video equivalent of something filmed on 16 MM film.
