You can take the local train west to Cascais - a beach resort 45 minutes from Lisbon. The ticket is no more than 3EU.
You could take the ferry from Cais do Sodre to Cacilhas across the river and then take a bus to Costa da Caparica - miles of beautiful beaches.
Take a bus north to a cute little beach town named Ericeira. Further up the coast is Nazare. In November they have world-record waves there. The waves aren't noteworthy in the summer. These bus trips are neither long nor expensive.
